The Zero Tails shows up during the Movie Naruto Bonds
It says it's a tailed beast but in reailty it's more of a Cursed Sprit rather than an actual Tailed Beast.
As shown above ot feeds on the Dark Energy and uses it to fuel itself.
Why isn't it a Tailed Beast
Because it didn't come from this Sexy MF

As shown here a Tailed Beast is a beast that comes from here and nowhere else.
That's what makes a Tailed Beast a Tailes Beast.
The 0 Tails doesn't fit that description.
So yeah.
But it's mainly because it's considered Non Canon.
