The Sharingan is not as uncommon as people seem to believe; even following the hellish Warring States Period, there were no less than 50 members that possessed the legendary ocular power at a time.
Meaning while the Sharingan may have not cropped up as frequently as before, it was not like one could go long stents without seeing it.
Besides that though, this is not peculiar to the Uchiha as kekkei genkai are not known to crop up in every generation. For example, none of Rasa’s children inherited his kekkei genkai.
Even Gaara did not inherit the renowned Magnet release from his father despite being the only child compatible to become Shukaku’s jinchūriki; his sand manipulation ability derives solely from Shukaku.
In the same way, even amongst Ohnoki’s illustrious line that dates back to the Shodai Tsuchikage, only he and Kurotsuchi are known to have possessed some sort of bloodline limit. Even Ohnoki’s (presumed) son, Kitsuchi, is incapable of using either Jinton or Yōton.
This is precisely why it was common to marry amongst your own; not only was it generally customary but it also preserves the line and its purity. Such actions increased the probability of their descendants inheriting their respective kekkei genkai.
